More Women Are Behind Bars Now. One Prison Wants to Change That.

Juveniles who were placed on sex offender registries, some for crimes they committed before they were even teens, face a slew of life changing consequences that follows them for the rest of their life: “depression, addiction, suicidal thoughts, and other signs of post-traumatic stress.” Many will struggle to find a job, others will get targeted and harassed, some, overwhelmed by the pressure, have ended their life. Parents, legal scholars, and activists are pushing back against the notion that children, under the law, should be tried as mini adults.

Training inmates to raise service dogs can benefit everyone involved. Inmates gain skills and a sense of purpose, and the dogs go on to help wounded veterans and first responders. “I’ve been here for years,” says a security guard at Bedford Hills Correctional Facility where Puppies Behind Bars started. “And let me tell you, this is like no other program. It really works.”

In Wisconsin, the Department of Corrections is tailoring their prison education programs to meet the needs of the job market, and it is benefitting former inmates as well as the economy. Milwaukee Area Technical College works to get inmates credentials, which helps them get jobs upon release from prison. The investment pays off. For every dollar spent educating inmates, the government saves $5 in the years after their release.

A pilot program in Connecticut for young offenders matches them with older inmates as mentors who help them confront their pasts and the underlying reasons they’re in prison. They learn new life skills and personal money management as part of a growing trend to use neuroscience to inform incarceration of young adults. The program is based on prisons in Germany and two other states are setting up similar pilots, but no data is yet available on whether the approach reduces recidivism.

Street Outreach Court Detroit is a collaboration between the courts and service providers to waive legal and financial obligations post-conviction if a person makes a commitment to an individualized action plan. These plans can include steps such as substance misuse treatment, enrolling in a workforce readiness program, and accessing housing subsidies.

Michigan prisons and the state's secretary of state teamed up to provide people leaving prison on parole with the one thing they often lack: valid personal identification papers. Without a Social Security card or state ID, people struggle to get hired, rent housing, or open a bank account. In the program's first six months, more than 1,200 people got IDs. That's only a third of those eligible. Private groups have taken up some of the slack. The state says it should provide get the service fully up to speed by late 2021.

A gardening program for correctional facilities is introducing incarcerees to vocational gardening and landscaping, but also provides much more than a chance to get their hands dirty. Insight Garden Program provided a “safe space” for introspection and growth, reduced anxiety and depression, and then eventually helped formerly incarcerated people adjust to life after prison with services that include housing.

The Prisoner Correspondence Project connects LGBTQ2S+ people who are incarcerated in the United States and Canada with pen pals who are not incarcerated. The consistent communication helps combat isolation and improve mental health and rehabilitation outcomes.

California is taking a new approach to reducing recidivism, known as The California Model, by providing people who are incarcerated with rehabilitative and educational programming.

To improve voter access for people in jail, the Davidson County Sheriff’s Office hired an election worker to comb through county records and identify incarcerated people who are registered to vote. The staffer then went from pod to pod in the jail to deliver absentee ballot request forms and give others an opportunity to register. In all, 70 people were able to request their absentee ballots.
